出口孟加拉國(guó)的貨主貨代注意，為了提升國(guó)際貿(mào)易和貨物進(jìn)口清關(guān)速度，孟加拉國(guó)近日宣布實(shí)施預(yù)到港處理（PAP)，即艙單預(yù)申報(bào)政策：7月1日起，孟加拉國(guó)國(guó)家稅務(wù)局要求必須在最后一個(gè)?？扛蹎⒑角?4小時(shí)，提交完整的船舶代理電子艙單信息（含MBL+HBL組合信息）。
孟加拉國(guó)航運(yùn)代理協(xié)會(huì)通知各成員、海運(yùn)代理在船只離開(kāi)最后一個(gè)港口之前提交完整的（包括MBL＋HBL）電子艙單（貨物）的綜合信息，該規(guī)定已由國(guó)家稅務(wù)委員會(huì)通過(guò)相關(guān)參考函提交并于2019年7月1日起強(qiáng)制執(zhí)行，同時(shí)，海關(guān)關(guān)長(zhǎng)召開(kāi)了一次有關(guān)會(huì)議。包括BSAA在內(nèi)的利益攸關(guān)方于2019年5月20日提醒并確保從2019年7月1日起實(shí)施提前申報(bào)制度。
貨物艙單是貨物承運(yùn)人向海關(guān)當(dāng)局提交單證，包括托運(yùn)人、進(jìn)口商、出口商、包裝件數(shù)和類型、貨物的品名、數(shù)量和價(jià)值、貨物的原產(chǎn)地和目的地以及包括提單在內(nèi)的其他重要單證。根據(jù)這條最新的要求，貨物承運(yùn)人（包括貨運(yùn)代理和航空公司運(yùn)營(yíng)商）必須在貨物承運(yùn)人離開(kāi)目的港之前在線提交貨物艙單。

Dear Members,
With reference to above, Members are hereby informed that submission of Complete (lncluding combined information of MBL+HBL) Electronic Manifest (Cargo) by Shipping Agents before leaving Last Port of Call of a Vessel has been made mandatory by the National Board of Revenue with effect from 01 July, 2019 through letter under reference No.(i).
Meantime, Commlssioner of Customs, Chattogram called a meeting of the concerned stakeholders including BSAA on 20th May, 2019 to remind and ensure that Advance Manifest System will be implemented from 01 July, 2019. ln the meeting, representatives of BSM and MLO Agents requested the Commissioner of Customs to arrange training for representatives of Shipping Agents before implementation of new system in line with implementation of ASYCUDA++ and AYSCYDA World and extend implementation of new system for atleast 3(three) months. But Customs Authority did not accept the proposal of BSAA's representative and adamant to implement NBR Order w.e.f.01 July, 2019.
ln view of the above, Member Agents are requested to inform their respective Foreign Principals of the order of National Board of Revenue about mandatory submission of Complete (lncluding combined information of MBL+HBL) Electronic Manifest (Cargo) by Shipping Agents before leaving Last Port of Call of a Vessel w.e.f. 01 July, 2019.
